NOTICE OF MUNICIPAL GENERAL ELECTION AND QUALIFYING PERIOD

The Town is divided into three residential districts as described in Section 2.3 of the Town Charter which requires that one Councilmember reside in SEAT 1, SEAT 2 and SEAT 3. Candidates for the Office of Mayor and Vice Mayor are elected without regard to residence in a particular residential area. A person may not be a candidate for a residential Councilmember seat unless that person has resided in the residential area continuously for a period of one year preceding the qualifying date. All seats are voted on a Town-wide basis regardless of the residing residential district, but Councilmembers must reside within the boundaries of the seat for which they are a candidate. Those elected to office serve a four (4) year term. The following offices shall be filled during the General Election scheduled for Tuesday, November 5, 2024, and if necessary, a Runoff Election will be held on Tuesday, December 3, 20254.

Vice Mayor: Incumbent – Vice Mayor Michael P. Callahan
Council Seat 2: Incumbent – Council Member Suzy Lord

QUALIFYING PERIOD

Town of Cutler Bay Town Council adopted Ordinance 23-04 on July 19, 2023 establishing the Candidate Qualifying Period for the 2024 Municipal General Election to fill the Vice Mayor and Council Seat 2: 

Qualifying begins: Monday, July 15, 2024 at 12:00 PM (Noon)

Qualifying ends: Monday, July 29, 2024 at 12:00 PM (Noon)

 

2024 GENERAL ELECTION

  • Deadline to register to vote: October 7
  • Deadline to request a vote-by-mail ballot: October 24

BECOME A CANDIDATE

To become a candidate, the following documents must be filed with the Town of Cutler Bay Town Clerk:

  • DS-DE 9 Appointment of Campaign Treasurer and Designation of Campaign Depository for Candidates. Form must be filed PRIOR to opening a campaign account, making any expenditures, and/or receiving contribution(s). 

After filing the "Appointment of Campaign Treasurer and Designation of Campaign Depository (Form DS-DE 9)", a candidate may proceed to open a campaign account, receiving contribution(s), and/or making any expenditures. 

IMPORTANT: A campaign account must be opened PRIOR to qualifying. The qualifying fee MUST be paid with a check drawn from the candidate's campaign account.

  • DS-DE 84 Statement of Candidate. This form states that the candidate has been provided access to read and understand the requirements of Chapter 106, Florida Statutes. 

IMPORTANT: Each candidate must file a statement with the Qualifying Officer within (10) days after the Appointment of Campaign Treasurer and Designation of Campaign Depository is filed

CANDIDATE QUALIFICATION INFORMATION

The following items shall be filed with the Town Clerk prior to the end of the qualifying period  in order to qualify to be placed on the ballot for the November 5, 2024 General Election:

  • Provided proof of Voter’s Registration
  • Affidavit of Candidacy and Residency
  • Notarized & Driver’s License
  • DS-DE 9 Appointment of Campaign Treasurer and Designation of Campaign Depository
  • DS-DE 84 Statement of Candidate
  • Voluntary Statement of Fair Campaign Practices
  • Declaration for Candidates Not Automatically Covered by County Ordinance 98-94
  • DS-DE 302NP Oath of Candidate
  • Form 6 Full and Public Disclosure of Financial Interests [To be filed electronically through the Electronic Financial Disclosure Management System (EFDMS)] - Effective January 1, 2024, elected members of the governing body of a municipality including candidates  for such offices are required to file an annual Form 6 Full and Public Disclosure of Financial Interests ELECTRONICALLY through the Florida Commission on Ethics (COE) Webpage.     • If you are a non-filer/non-incumbent candidate, you will complete your electronic disclosure through EFDMS by clicking the "I am a Candidate" option. Once the electronic form is completed, print the form to file with your Qualifying Officer. If you have an annual filing requirement and/or are a current officeholder, you will complete your electronic disclosure by clicking the “I am a Filer” option and submit to COE through EFDMS. Once submitted, print your form or verification & receipt to file with your Qualifying Officer.
  • Qualifying Fee of $100.00
  • State Election Assessment. [One percent of annual salary]
    • Vice Mayor: $97.98 (Annual Salary is $9,798.84)
    • Councilmembers: $97.98 (Annual Salary is $9,798.84)

2024 PRESIDENTIAL PREFERENCE PRIMARY ELECTION

Florida is a Closed Primary State.

Per Florida Law, only voters who are registered members of a political party may vote for their respective party's candidates in a primary election. Given the party candidates on the ballot, this year only registered Republican voters are eligible to vote in the March 19, 2024 Presidential Preference Primary Election.
