Flanigan’s Restaurant and Pinnacle at Southland Senior Housing Proposals Receive Public Input Through Town’s Unique Zoning Workshop Process
CUTLER BAY, FL - March 17, 2026 - The Town Council held a zoning workshop on March 16, 2026, gathering residents and Town Councilmembers to review two significant development proposals that reflect the Town's commitment to thoughtful, community-driven growth. The workshop featured site plan applications for a new Flanigan's restaurant on Old Cutler Road and the Pinnacle at Southland senior housing development on SW 211 Street.
A Unique Process: Cutler Bay’s Zoning Workshops
Unlike many municipalities, the Town of Cutler Bay holds public zoning workshops before development applications proceed through the formal approval process. These workshops are a hallmark of Cutler Bay's transparent and resident-first approach to planning, giving community members and elected officials an early opportunity to ask questions, share feedback, and help shape projects before they are approved.

Flanigan’s Coming to Cutler Bay: Responding to Residents
Flanigan's Enterprises, Inc., one of South Florida's most beloved restaurant brands with 25 locations across South Florida, has submitted a site plan application to open a new full-service restaurant at 20971 Old Cutler Road in the Shoppes of Cutler Bay. The proposed new 6,400-square-foot free-standing building would offer the full Flanigan's dining experience everyone knows and loves.
The project reflects a direct response to resident feedback. Cutler Bay residents have long expressed a desire for more full-service dining options in the Town. The site will provide regular parking and designated golf cart spaces, with additional overflow parking available through a shared easement agreement with the adjacent Publix-anchored shopping center. The design also incorporates electric vehicle charging stations, bike racks, a circulator stop, and outdoor seating along the historic Old Cutler Road.

Pinnacle at Southland: Affordable Senior Housing to Age in Place
The second project presented at the workshop, Pinnacle at Southland, would bring much-needed affordable senior housing to the Town. Applicant ARQ211, LLLP, a Florida limited partnership, is seeking site plan approval for a two-phase, mixed-use development at 11155 SW 211 Street, located just south of Southland Mall on an approximately 2.73-acre parcel zoned Town Center (behind Tire Kingdom).
The project would deliver 200 multifamily units for seniors across two 8-story buildings, along with approximately 3,400 square feet of ground-floor retail space, and corresponding parking and amenities. Phase 1, comprising 100 units and the retail component, has already secured funding from the Florida Housing Finance Corporation (FHFC) and is ready to move forward upon receiving the required approvals.
This project directly addresses Cutler Bay's goal of providing housing options that allow seniors to age in place, remaining in the community they love as their needs evolve. It also complements the ongoing redevelopment of Southland Mall and brings new investment to one of the Town's key commercial corridors. Notably, the Pinnacle at Southland is consistent with the Town's 2002 Cutler Ridge Charrette, which envisioned exactly this kind of mixed-use development, with housing, retail, and commercial activity as the future of that sector of the Town.

Both applications will now advance through the Town's formal site plan review process, including staff review and consideration by the Planning and Zoning Board and Town Council.
