Automated External Defibrillators

What is an Automated External Defibrillator (AED)?

An AED is a lifesaving device that is commercially distributed in accordance with the Federal Food, Drug, and Cosmetic Act and which is capable of recognizing the presence or absence of ventricular fibrillation, and is capable of determining without intervention by the user of the device whether defibrillation should be performed, and upon making that determination, is able to deliver an electrical shock to an individual. 

In normal terms, this a device used to help those experiencing sudden cardiac arrest. The AED can analyze the heart rhythm and deliver an electrical shock to re-establish a normal heart beat. 

Why are AEDs important?

Many victims of cardiac events have no prior history of heart disease and suffer cardiac events without warning. Chances of survival from sudden cardiac death diminish by 7-10% for each minute without immediate CPR or defibrillation. 

Am I required to have an AED?

The Cutler Bay Town Council adopted Ordinance No. 21-11 on October 20, 2021, which requires any business operating as an "Indoor Recreational Facility" which is greater than 1,500 square feet in floor area to install an AED by February 1, 2022. This requirement not only requires installation, but also staff training in the use of AEDs. This requirement is based on the Town's commitment to promoting and protecting the public health and safety of our residents and visitors. 

While the Town only requires AED installation at indoor recreational facilities, the Town encourages all places of public accommodation to install and train staff on the use of AEDs. Additionally, Florida law requires certain other uses to have AED devices on their premises, such as dentists offices, assisted living facilities with over 17 residents, and member schools of the Florida High School Athletic Association.

What are the requirements for installing an AED?

In accordance with Ordinance No. 21-11, AEDs must be:

  • Conspicuously located in plain view of the primary public entrance, with unobstructed access.
  • Housed in a cabinet with a clear window in the door, an audible alarm signaling the opening of the door, permanently affixed to a wall, and whose top is no more than 48 inches above the floor.
  • Located below a sign having a minimum area of 70 square inches and containing the letters "AED" and the universally recognizable automated external defibrillator device symbol, which shall be placed no more than 60 inches, on center, above the floor.
  • Readily accessible and immediately available when needed for on-site employees and the general public, including disabled persons.
  • Placed near the elevator in the first-floor lobby, if the business or commercial premise contains an elevator.
  • Supplied with adult and pediatric pads and bandage scissors.

Do I need to train employees in use of the AED?

Yes! Employees designated to use the device must be provided training in the appropriate use of the AED in accordance with manufacturer guidelines.

What about maintenance of the AED?

Businesses with AEDs are required to maintain the devices in accordance with manufacturer guidelines. Additionally, a temporary AED must be provided anytime the installed device is being serviced, tested, repaired, or recharged.
