Cutler Bay Residents Help Shape New Park at South Dade Government Center Site

CUTLER BAY, FL – August 6, 2025 – Terra Group hosted a community meeting in the Town of Cutler Bay on Tuesday, July 22, 2025, to discuss the proposed development of a new public park as part of a larger redevelopment project at the South Dade Government Center. The entire project will be developed on approximately 7.2 acres of Miami-Dade County-owned land located at 10740 SW 211 Street in the Town of Cutler Bay, aimed at delivering affordable housing, with a focus on providing housing for moderate-income families, and new public amenities. Phase I of the development focuses on approximately 4 acres in the southeastern portion of the site, centering on the creation of a public park guided by resident feedback.
This meeting marked a continuation of public engagement efforts that began last year. In June 2024, the Town hosted the first community meeting at the South Dade Regional Library, where the Terra Group development team presented the business and residential components of the plan. The development is being carried out under a 99-year ground lease agreement with Miami-Dade County. Initial input from residents at the June 2024 meeting helped shape the proposed park elements that were brought back for discussion this summer.
During the July 2025 “Community Conversation” meeting, residents were encouraged to ask questions, offer suggestions, and help shape a park that reflects the community’s vision. Attendees, including Councilmember Rick Ramirez, Town Manager Rafael Casals, and Miami-Dade County staff, offered valuable input. Councilmember Ramirez suggested the addition of a sensory playground for neurodivergent children, and residents asked about amenities planned for the dog park. Representatives from Terra and the County confirmed that the proposed park will be open to all residents and that the community center will offer programming for all ages, including hosting events for the Town’s active adults’ program.
The proposed park will serve as a significant new amenity for Town residents, featuring a 7,000-square-foot community center, an outdoor fitness circuit, a tot lot, a splash pad, a scenic canal overlook, a community garden, and a flexible open lawn for events and recreation programs. A serpentine berm along W Frontage Rd (SW 107 Ave) will act as a natural sound and visual buffer, and the layout promotes walkability and connectivity to the Dennis C. Moss Cultural Arts Center.
The next Community Conversation will take place on Tuesday, August 12, 2025, from 6:30 p.m. to 7:30 p.m. at the South Dade Government Center, Suite 104. Residents are encouraged to attend and continue shaping the future of this proposed park.
