Information
The Code Compliance Division of the Department of Planning and Zoning was created October 2, 2006. Since the Town's incorporation and prior to the creation of the Code Compliance Division, Miami-Dade County had been providing code compliance services through Team Metro.
Our code compliance division includes three (3) code compliance officers, Miguel Parages, Susan Dee Schnur, and Luis Kruger. This level of staffing has doubled compared to what was previously supplied by the County, and enables the Town to carry out proactive efforts, special initiatives and regular monitoring of the entire Town. The most effective form of code compliance is voluntary compliance through education.
In carrying out their responsibilities pursuant to Florida Statutes , the Town Code , the Florida Building Code , and Miami-Dade County's codes and ordinances , code compliance officers have the authority to issue warning notices, violation notices, stop-work orders, citations and fines, as the particular case warrants. In the event a code violation is not corrected, officers are responsible for processing all cases through the code compliance process. The process provides a system of citations for the imposition of fines to promote a fair, expeditious, effective, and inexpensive method of enforcing the codes. Citations may be appealed to a Special Master.
Zones
For purposes of code compliance, the Town has been divided into three geographic zones, each handled by a code compliance officer. The code compliance officers work a staggered schedule to provide coverage to our community. The zones and assigned officers are:

Code Compliance ensures that residents and business owners comply with codes and ordinances of the Town. The Town has three (3) Code Compliance Officers that regularly patrol the Town, research complaints, enforce Town and building codes.
The Code Compliance Division provides an equitable, expeditious, and effective method of enforcing the various codes and ordinances that are pertinent to the Town. This department is responsible for the enforcement of the City’s various health, safety and property maintenance codes. It is also responsible for the administration of various Town Ordinances, including: Occupational License, Alarm Registration, and Certificates of Use for commercial entities in the city.
The Code Enforcement Division performs community-wide inspections to maintain the highest standards of Cutler Bay. By forging an alliance with the community and its residents, the division staff will be able to achieve an exceptionally high compliancy percentage. Staff associates work closely with Police and Public Works Departments in order to achieve Town-wide community improvement programs.
The Division takes a customer centered, problem solving approach. Every effort is made to work with property owners regarding code violations. The Code Compliance Office responds to complaints from citizens and routinely conducts inspections throughout the City to ensure the quality of our neighborhoods.
The Town of Cutler Bay establishes operational guidelines for the Code Compliance Office. These operational guidelines coincide with Florida Statutes governing “County or Municipal Code Enforcement”.
